The main venue of this year’s World Laureates Forum (WLF) is not located in the Lingang New Area of Shanghai Free Trade Zone, but the World Laureates Community, a very important part the forum, was unveiled in Lingang as planned. In the southwest of Dishui Lake, a new highland of scientific and technological innovation will be built.
Why do we choose Shanghai and Lingang? People’s discussion on this question has begun since the first WLF. Today, the answer has gradually become clear - Shanghai will be the pioneer in scientific, technological and industrial innovation in China to accelerate the construction of a scientific and technological innovation center with global influence. As the new engine and growth pole of Shanghai, Lingang New Area will surely need to make innovative breakthroughs at a higher level.
On one hand, Lingang New Area needs to capitalize on the spillover effect of WLF and turn it into concrete results. According to planning, the World Laureates Community will meet the country’s major and special needs, focus on the cutting-edge fields in science and technology such as biomedicine, artificial intelligence, integrated circuits, new energy, new materials, and quantum science, which aligns with the development plan of high-tech industries in the Lingang New Area.
Three days before the opening of WLF, the “Eastern Chip Port” integrated circuit industrial base in Lingang New Area was officially launched, aiming to build a chip manufacturing highland in China. Lu Yu, Deputy Director of the High-tech Industry and Technology Innovation Division of the Administrative Committee, described the future development of “Eastern Chip Port” to reporters. In Lingang New Area, chip design companies can find upstream suppliers of IP services and EDA software nearby. Then, a close-by foundry will complete the tape-out according to the chip design, and find vicinal suppliers of core equipment and key materials. Every enterprise in the base can find upstream suppliers and downstream customers in Lingang New Area.
It is foreseeable that when the Community settles down and the world’s top scientists gather here, the most critical link in the industry chain will be opened. The scientists’ thought collision may enable us to make a “0-to-1” breakthrough in key technologies that are controlled by others.
On the other, the world’s top scientists need various support that Lingang New Area provides. At the WLF, scientists frequently called on governments to pay more attention to scientific research and give more financial support... The New Area has introduced a package of policies to support scientific and technological innovation, and is accelerating efforts to provide a more free environment for overseas talents to work in China. In addition, a large number of industrial application scenarios in Lingang are a prerequisite for transforming the advantage of the “first kilometer” into the “last kilometer” application.
Such an atmosphere will attract more talents to engage in science work. Roger Kornberg, Chairman of World Laureates Association, 2006 Nobel Laureate in Chemistry, predicted at last year’s WLF that there would be Chinese Nobel laureates in the future. No matter how long it takes for the day to come, Lingang has already begun to make its contributions.
